PROVISIONAL VERSION
The Competitiveness Council Conclusions[1] underlined the importance of e-skills and the uptake of information and communication technologies (ICT) and invited the EC, member states and stakeholders to proceed with the five action lines at the EU level as presented in the Communication, with the view to complete them by 2010. The Council also supports the Commission's intention to continue to:
- provide a platform for the exchange of best practices;
- promote a regular dialogue on e-skills and;
- develop a European e-Competence Framework, in cooperation with member states and stakeholders and invites the member states to further develop their long-term e-skills strategies, to include e-skills strategy in their national reform programmes, in the context of their lifelong learning and skills policies and to take into account SMEs specificities and the importance of ICT diffusion for their competitiveness.

European e-Skills Forum 2003
The EMF participated in the European e-Skills Forum established by the Commission in 2003. ICT skills are important for employability because the development of e-business is increasing the demand for higher-level conceptual skills. A number of sources confirm a shortage in e-skills. The e-Skills Forum targeted innovative actions and models for higher e-skills in several areas like education and training, as well as industrial and labour policies.
